RESERVATIONS MADE
URUGUAY ATTITUDE TALK OF SANCTIONS ARGENTINE PROPOSAL (Reed. Dec. 27, 9 a.m.) MONTEVIDEO, Dec. 25. It is officially stated that although Uruguay adheres as a matter of principle to the declaration made by the Pan-American republics concerning the violation of the 300-mile neutrality zone by belligerent vessels, her protest of last Saturday made important reservations the text and nature of which will be announced later. Well-informed circles understand that the reservations concern . sanctions, which are still the subject of consultations. The original text was prepared by the United States State Department, but the Argentine Foreign Minister, Senor Cantilo, considered it was too vague and suggested the imposition of diplomatic sanctions to make the protest more vital than a formal diplomatic protest. Internment Proposal The Argentine Government proposed the internment of all belligerent warships arriving at American ports after violation of the neutrality zone. Efforts to include this proposal in the text threatened to delay the protest too long.
Uruguay agrees to Argentina’s general idea' of sanctions, but she wants a distinction between belligerent vessels engaged in raiding commerce and those employed in protecting commerce. Bolivia, which has no sea coast, opposes any sanctions. The other republics feel Uruguay’s proposals are tantamount to American support of the Allies. This point is now the issue of the consultations among the Foreign Ministers. The nature of the eventual sanctions depends on conciliation of the divergent viewpoints.
