FEDERATION OPPOSED "ONLY A HALF-MEASURE” LONDON, Dec. 6. Mr. H. G. Wells, in a speech yesterday, dissociated himself from any movement for a federated Europe. "I am ready to sign my name to a federal, free, Socialist world Slate," ho said, "but I will not play with any of these time-wasting half-meas-ures. I will not say that I approve any system of federation whatever, i l less ,t is accompanied by a declaration of insistence on the rights of man throughout the world.
“We ire in the presence of a world revolution, one ot the greatest changes r.i the world. That is the ending ot v. ar.
“These half-way houses of refuge are for the mentally indolent. Federation, ns now planned, would be n ore disastrous than the failure of the League of Nations.”
