APPEAL TO SOVIET
FINNISH BROADCAST “DOOR STILL OPEN” BUT CONQUEST OPPOSED “WILL FIGHT TO LAST' 1 (Elec. Tel. Copyright—United Press Assn.) (Reccl. Dec. IG, 2 p.m.) HELSINKI, Dec. 15. The Foreign Minister, M. Tanner, in a broadcast speech, pleaded with the Soviet Prime Minister, M. Molotov, to suspend hostilities and resume negotiations on Russia’s principles of selfdetermination of the rights of small peoples. He recalled that Russia broke ofT negotiations, refused the United States’ offer of mediation, rejected the Swedish overtures, and flatly spurned the League of Nations. He said: “The door is still open, but if Moscow aims at the complete conquest of my country the Finns will fight to the end. The war will be fierce and will demand many victims who will shed blood when other possibilities are not examined.”
