SUBMARINE CHIEF WAR RULES OBSERVED (British Official Wireless.) Reed. 9 a.m. RUGBY, Dec. 14. The incident in which a British submarine—it subsequently sank a U-boat and torpedoed a German cruiser—, sighted the German liner Bremen, but out of respect for the rules of war refrained from the only hostile action open to her, namely, the torpedoing of a merchant vessel without regard for life, was the subject of comment in both the House of Lords and the House of Commons on Thursday. In both Houses, Opposition speakers, Lord Strabolgi and Mr. A. V. Alexander (Lab., Hillsbrough) commended the behaviour of the commander, and resentment was expressed at the thoughtless criticism in some organs of the press.
