FORCES IN EGYPT TESTS OF ALL UNITS (Klee. Tel. Copyright—■ United Press Assn.) (Heed. Dec. 14. 9 a.m.) CAIRO. Dec. 12. A 21-hour state of emergency has been nroclaimed over Lower Egypt, and the Suez Canal Zone, while the British and Egyptian army, naval and air forces carry out joint manoeuvres. The main feature is a complete black-out of Cairo, Alexandria and Port Said.
