WAR EFFORT
NOT YET DOING ENOUGH J. L. GARVIN’S VIEWS LODNON, Dec. 3. Reviewing Britain’s war effort, the editor of the Observer, Mr. J. L. Garvin, said that the people must wake up to the “fair and square recognition of the stark truth” that whatever they were doing they were not yet doing enough. “With our working people’s unbeatable fibre.” he said, “and the kindling inspiration of democratic leadership calling for the mightiest job ever done by the free forces of democratic industry, we must put forth the very utmost of our exertion, and unless we set about it immediately we will have some disagreeable experiences in the next phase.
“Hindrances had derived chi,’fly from one plain fact. In the main, the British Cabinet of these war days is the same old Cabinet of peace days. Notions and habits formed then linger now. It is human nature, but it won’t do.
“There has never been a sufficient infusion of fresh blood, or sufficient invigoration of ideas. The industrial organisation of the country has not been brought up to the height of its task.”
