• GERMAN MOVE CONFIRMATION LACKING OSLO SUGGESTION CALL TO CONFERENCE (Elnc. Tel. Copyright—United Presß Assn.) (Reed. Dec. 12, 2.30 p m.) LONDON, Dec. 11. The reports emanating from Paris and Geneva of a new German peace offensive cannot be confirmed in London, Geneva or Berlin, but in Oslo, the ex-Premier, M. Johan Mowinckel, hat suggested that neutrals who are members of the League should urge Ita’y and the United States to summon a conference of the belligerents, possibly at Rome, and- seek reconciliation on the basis of political, economic and monetary co-operation. He presumably envisages, British, French. German, Russian and Finnish participation.
