RAILWAY SHORTAGE RUMANIA—GERMANY QUEST FOR BARGES . BRITISH COMPETITION (Reed. Dec. 8, 9 a.m.) NEW YORK, Dec. 7. The Bucharest representative of the New York Times says that, because of the shortage of German railway cars, Germany cannot fully take advantage of the recent Rumanian-Rus-sian-German agreement for opening a railway between Rumania and Germany through Russia. Instead of five only three trains run daily, each of ■ls instead of 60 cars. Germany bought 1000 car loads of apples in June. Only one third was exported. Most were rotten. The British and German competition to hire the Danube barges continues. Neither has obtained the majority.
