FOREIGN MINISTER
NEW SECRETARY (British Official Wireless.l Reed. 9 a.m. RUGBY, Dec. 4. The Foreign Secretary, Viscount Halifax, has appointed Mr. Ralph Skrinc Stevenson to be bis principal private secretary in succession to Mr. Oliver Harvey who has been appointed British Minister in Paris.
