INTENTION OF RUSSIA HELSINKI FEELINGS (Reed, Dec. 1, 9 a.m.) NEW YORK, Nov. 30. The Helsinki representative of the New York Times says that the Finnish population last night was still unaware of the interruption of RussianFinnish diplomatic relations. A diversity of opinion, existed as to Russia’s immediate intentions. Finnish military circles believed that the eventual Russian action would, start in the north where Finland’s defences are weak and an advance to the icefree harbours would be relatively easy. Russian military experts, it is understood, demand that if Finland were to be suppressed, it should be done now as in another month the ice would form a natural coast defence.

Other quarters believed that the whole affair was only an intensified war of nerves aimed to overthrow the Finnish Government, since Russia does not desire a winter campaign in Finland which would be lengthy and costly.
