SHORT WAR EXPECTED
BELGIAN OPINION (Reed. Nov. 30, 2.30 p.m.) BRUSSELS, Nov. 29. The Belgian Finance Minister, M. Gutt, told the finance committee of the Chamber of Deputies that the Government’s latest fiscal measures were ibased on the expectation ot a short war.
