DECREE IN PARIS
INSISTENCE ON RIGHT (Heed. ,Nov. 29, 2 pan.) PAIR IS, Nov. 23. An official decree similar to the British places an embargo on German exports as from December 4 onwards and includes cargoes loaded outside German territory. "The German practices have given France the incontest'alole night to have recourse to the reprisals, which halt all seagoing exports of German merchandise," states the French decree.
