Reed. 2.40 p.m. RUGBY, Nov. 27. The Health Ministry, in its annual report, states that in 1938 the birth rate was 15.1 per 1000 living compared with 14.9 per cent in 1937. The infant mortality was the lowest recorded, 53 per 1000. The crude death rate was II.G. The improvement in public health had been continuous in recent years.
