BASES IN FINLAND NAVY AND ARMY (Reed. Nov. 27. 2 p.m.) MOSCOW, Nov. 26. The Soviet journal Pravda in an editorial says: “The resignation of the present Finnish Government is a necessary condition to a resumption of the Soviet-Finnish negotiations.”
The Soviet press generally declares that the Soviet is determined to obtain naval and military bases in Finland.
