SMUGGLING ATTEMPT
TRADE TO NEUTRALS AMERICAN GOODS (Reed. Nov. 24. 9 a.m.) LONDON, Nov. 22 The Ministry of Economic Warfare states that German firms in neutral countries are attempting to use neutral forwarding agents to smuggle United States goods to Germany. The American exports to Germany in September were £2,400,000 below September of 1920. while the exports to Sweden. Norway and the Netherlands were nearly £2,200,000 higher. The coincidence is considered to be too close The Ministry says that the Qrder-in-Council, which is expected in a few days, does not constitute a blockade, which entails the seizure of all ships entering or leaving Germany.
