U.S. ENVOYS TO MEET
TALKS WITH ROOSEVELT EUROPEAN AMBASSADORS (Reed. Nov. 24. 9 a.m.) WASHINGTON, Nov. 22. Commencing early in December, President Roosevelt will be holding a virtual council of Ambassadors. Mr. J. E. Davies, Belgium, Mr. J. P. Kennedy, London, Mr. W. J. Drexel Biddle, Poland, and probably Mr. W. C. Bullitt, France, are returning for a succession of talks which will extend over Christmas.
