ASSISTANCE TO TRADE
NEUTRAL COUNTRIES BRITISH EXAMINATION REDUCTION OF DELAY (Elec. Tel. Copyright—United Press Assn.) (British Official Wireless.) Reed. 2.40 p.m. RUGBY. Nov. 21. The Ministry of Economic Warfare is issuing a “navicert” system in the near future to assist bona fide trade between neutral countries. This system will be made available in the first instance between the United States and certain neutral countries adjacent to Germany'. It is hoped the system will be extended ultimately to cover a large proportion of the trade between overseas neutrals and adjacent neutrals. Navicerts may be described as “commercial passports’ ’in respect of consignments which have been approved by His Majesty's representatives before shipment from the country of origin. This system was applied during the last war and proved successful, many neutral shippers taking advantage of the facilities it afforded.
Favoured Treatment
Goods covered by navicerts will receive favoured treatment at contraband control bases, and ships, the whole of whose cargo is covered by navicerts, will be subject to the minimum of delay,
Shippers in neutral countries who desire to avail themselves of the convenience of the navicerts will be required to furnish His Majesty’s representatives with details of the goods they desire to export, their nature and quantity, the country of destination and the name and address of the consignee, and as soon as available the name of the vessel in which they will be shipped and the date of shipment. Application forms will be obtainable from British missions or consulates as the system is extended.
