The Shanghai correspondent of the British United Press quotes the spokesman of the Japanese Foreign Office, who said that Wang Ching-Wei was delaying indefinitely the proclamation of the new central Government of China at Japans request, because certain matters remained for clarification. He added that it was too early yet to predict the date of the withdrawal of the Japanese forces as Wang is reported to have demanded. The Japanese spokesman said that the negotiations which were reported earlier to have been opened in Tokio by the Soviet Ambassador, M. Smetanin, were at present purely economic. He ridiculed suggestions of a RussoJapanese agreement for the partitioning of China.
