UNITED STATES SHIPS POSSIBLE BELGIAN OFFER (Reed. Nov. 16, 12 noon) WASHINGTON, Nov. 15. The Maritime Commission has announced that it has disallowed the transfer to the Panama registry of four cargo vessels of the Pacific Steamship Line as “detrimental to the best interests of the United States.” A Brussels message says that the Belgian Government is considering allowing American vessels to fly the Belgian flag to overcome their exclusion from European ports as a result of the neutrality 'law.
