CONGRESS FACTION (Reed Nov. 10, 9 a.m.) BOMBAY, Nov. 9. Mr. Gandhi said to-day that while there was no workable arrangement with the Moslem League, civil resistance by the Indian Congress Party must involve resistance to the league.
