NEW BRITISH MINISTER (British Official Wireless.) Reed. 2.40 p.m. RUGBY, Nov. 5. The King has approved of the appointment of Mr. V. A. L. Mallet, Counsellor of the British Embassy at Washington, to be His Majesty's Envoy Extraordinary and Minister Plenipotentiary at Stockholm, succeeding Sir Edmund Monson.
