The joint conference of both Houses of Congress approved the Neutrality Bill substantially unchanged, and within 15 minutes the Senate approved by 55 votes to 24.

The conferees adopted the preamble declaring that the United States reserves all its international law rights, despite the restrictions placed on ships and citizens. The House approved the bill by 243 votes to 172 and Congress adjourned sine die. White House announces that President Roosevelt will sign the bill at noon to-morrow and the proclamation will become effective from then.
