ITALY AND GERMANY PRESS DECLARATION (Reed, Nov. 3, 2.30 p.m.) ROME. Nov. 2. In the course of denials that the Italian Cabinet reshuffle has meant a change of policy, several newspapers mention the Rome-Berlin axis for the first time since the war started. They declare that Italy is continuing to follow an established course, which meant that the Italian-German military alliance is unchanged.
