MASS AIR ATTACKS

GERMANY HANDICAPPED "CANNOT AFFORD RISK" PARIS, Oct. 20. Germany cannot afford to carry out mass air raids, says M. Henri de Kerillis, who is known at the Winston Churchill of France, writing in L’Epoque.
