QUIET NIGHT ON THE WESTERN FRONT

Nov. 3, 31.15 a.m.) LONDON, Nov. 2. 11, is officially stated in Amsterdam that, martial law will shortly be introduced in certain parts of Holland in connection with possible flooding of areas and other military measures. The Amsterdam correspondent of The Times says that a state of siege was proclaimed by Royal decree yesterday in certain municipalities along the frontiers, including the zones of inundation.

It is unofficially reported that a quantity of water has already been released into areas that would immediately be Hooded in the. .event of the country being attacked. The object is thoroughly to soak the ground, so that if the sluices arc raised and the dykes blown up water would rapidly pour over the land, converting it into a sodden marsh, over which no .transport could pass. One report: says that the province of Utrecht has already been Hooded.
