ENVOY TO ALBANIA
BRITAIN SEEKS RIGHT (Reed. Nov. 1, 2.40 p.m.) LONDON, Oct. 31. Britain has asked Italy to permit the appointment of a British ConsulGeneral at Tirana, where the administrative difficulties, which have been considerable since Italy took over Albania, have increased owing to the war.
