HOPES OF RECOVERY ROOSEVELT VIEW (Elec. ToJ, Copyright—United Prosa Assn.) (Reed Nov. 2, 9 a.m.) WASHINGTON, Nov. 1. President Rosevelt said he still hoped the United States would recover the American freighter, City of Flint, which, with a German prize crew aboard, was yesterday reported to be proceeding along the Norwegian Coast to an unnamed German port. The Secretary of State, Mr. Cordell Hull, indicated that the Justice Department might be represented at the Prize Court proceedings
