BUYING SHIPS
NAZI REFUGEE CRAFT SOVIET PLAN MOOTED ROOSEVELT WARNING GOODS FOR RUSSIA (Reed. Nov. 2, 9 a.m.) LONDON, Nov. 1. A message from Copenhagen quotes the Berlin correspondent of the Danish paper Politiken, who reports that Russia has agreed to buy all German merchantmen sheltering in Soviet ports from the British blockade. It is expected that they will soon go to sea. A message from Washington states that President Roosevelt issued a warning to Americans against selling essentials not produced in the United States. It is authoritatively stated that this warning arose from the Soviet's efforts to buy 10,000 tons of rubber in America, presumably for Germany, since Russia is not short. Diplomatic reports in Washington indicate that Russia so far has been unwilling or unable to ship considerable quantities of war and other materials to Germany, but is attempting to obtain supplies for Germany outside of Europe.
