After much strugcle, I iiad prevailed upon my colleagues in the Government that this bill was not the drastic measure which some people 'bought it to be," Mr. Parry said, "and that it really was designed to help us to secure a better system of 'oca! government than we have at present. "The Government had agreed to its introduction. The outbreak of war deferred it, along with many other measures."
