MARRIAGE POSTPONED I WATERTOWN, Mass, Sept. 8. Marriage, in the opinion of the State Department, is not an “imperative necessity" and as a result Miss Irene Scanlon, aged 29, was forced to postpone her wedding for the fifth time in five years. Her passport was cancelled by the State Department yesterday by reason of a ruling that American citizens shall travel in embattled Europe only on account of “imperative necessity ” Miss Scanlon had booked passage on the liner Queen Mary for Dublin, where she had intended" to be married late this month to John J. O'Byrne of Dublin, whom she met during a trip five years ago
