FINNISH-SOVIET TALKS BLACK-OUT REHEARSALS MINEFIELDS LAID (Reed. Oct. 27, 2.50 p.m.) HELSINKI, Oct. 26. Mines have been laid on the south coast. A black-out is being rehearsed on Friday and Saturday. Several Communists have been arrhsted on espionage charges in the north of Finland.'
