SOME PROGRESS MADE
FINNISH-SOVIET TALKS BLACK-OUT REHEARSALS MINEFIELDS LAID (Reed. Oct. 27, 2.50 p.m.) HELSINKI, Oct. 26. After the Finnish delegation bad reported to the Cabinet on the talks at Moscow, a spokesman said that the negotiations had made slight progress. The delegation will probably go back to Moscow next Sunday. A new law forbids the Finns to take out of the country over £ls and requires them to register all valuables in their possession. Mines have been laid on the south coast. A black-out is being rehearsed on Friday and Saturday. Several Communists have been arrhsted on espionage charges in the north of Finland.'
