The Turkish Prime Minister said the talks failed because the Soviet raised proposals different from those on which the parties had previously agreed, including proposals incompatible with Turkey’s commitments to Britain and France and therefore contrary to the interests of Turkish security. , . , Reuter’s representative at Ankara states that the German Minister, Herr von Papen, left suddenly for Berlin, astonishing well-informed persons by the unexpectedness of his departure.
