BELLIGERENT POWERS NEUTRALITY BILL PLAN ANTI-BRITISH ATTACK SENATOR'S VIOLENCE (Reed. Oct. 17, 3 p.m.) WASHINGTON, Oct. 1C The Administration has agreed to prohibit all credits to belligerent States. Senator K. Pittman, chairman of the Senate Foreign Relations Committee, who is . .sponsoring the bill, on behalf of the leadership, to-day offered the Senate an amendment to the Neutrality Bill eliminating the for 90 days’ credits and restoring the bill to its strict cash-and-carry basis. An indication has been given that an amendment to relax the shipping restrictions proposed in the bill, is being prepared. A feature of the debate, which was twice without a quorum was strong anti-British sentiments expressed by Senator Worth Clark, who declared that the British Empire was built on blood find treachery and that British honour was worth no more than Herr Hitler’s. Britain, he said, was the outstanding example of aggression. He declared that the British and French were the aggressors because of their refusal to consider Herr Hitler’s peace offer. Therefore, they did not deserve American assistance. Senator Styles Bridges offered an amendment in the form of a .preamble expressing the determination of the United States to stay out of the war. President Roosevelt, in proclaiming November 11 as Armistice Day said: “In a tragic hour in which the world to-day, with the destructive forces of war again unleashed, it is appropriate that the United States should reflect on the hour when the voices of war were silenced and anticipate the time when, an enduring peace will be established.”
