NEUTRALITY LAW
AMERICAN DEBATE SHIPPING RESTRICTION AMENDMENT POSSIBLE MUNITIONS CARGOES (Reed. Oct. 18, 9 a.m.) NEW YORK, Oct. 17. During yesterday’s discussions at Washington 6n the proposals for a revision of the neutrality law, it was suggested .that the Foreign Relations Committee was likely to approve of amendments exempting shipping from the restrictions except in the Atlantic adjacent to Europe, and in the Mediterranean and the Black Sea, giving the President power to close sections becoming danger zones. This would enable the maintenance of the trans-Atlantic Clipper service and would not impair the ocean traffic with Canada, Australia and New Zealand and not restrict types of cargoes. thus permitting the carriage of war materials to British and French outposts and the Dominions. This would meet the demands of most shippers. It represented a large compromise by the Administration in granting the President discretion.
