KING CAROL’S EFFORTS
RUMANIAN NEUTRALITY BIRTHDAY MESSAGES (British Official Wireless.) Reed. Noon. RUGBY. Oct. .16. The King has sent a telegram of congratulation to King Carol, of Rumania, whose 46th birthday is the occasion of cordial references to himself and his country in English newspapers, which speak appreciatively of his efforts to establish Rumanian neutrality in the neutral Balkan bloc during the present hostilities. 1 His efforts, they declare, arcwatched with sympathetic understanding by the British people.
