Administration leaders have been canvassing the possibilities of compromise on the shipping and shortterm credit provisions as a means of hastening the final vote, thereby following the advice of the Vice-Presi-dent. Mr. J. N. Garner, to grant any necessary concessions short of surrendering the repeal proposals in order to conclude quickly. The action is the result of new rumours narrowing the majority for repeal.
