MAJOR REORGANISATION FAULTS IN DESIGN (Elec. Tel. Copyright—United Press Assn.) (Reccl. Oct. 16, 9 a.m.) WASHINGTON, Oct. 14. Major reorganisation in the Navy Department is intended as a result of the revelation of faulty design in the construction of new units, particularly twelve 1600-ton destroyers of the Anderson class, five of Which have been commissioned and show insufficient stability under some conditions. The changes include the transfer of Rear-Admiral Harold Bowen, ex-chief of the engineering bureau, to the command of the naval research laboratory, the transfer of Rear-Ad-miral William Dubose, ex-chief of the construction bureau, to command the model basin, and the transfer of Captain Allan Chantry, ex-chief of the design section, to the Philadelphia navy yard.

The Navy Department has announced the reopening on November 1 of the Key West station, which was closed in 1960. The department declined to explain the reason for this, but it is presumed that the move is designed to strengthen the neutrality patrol operations of! the south-eastern seaboard and also in the Caribbean area.
