Emergency Regulations The first application in Auckland 'or leave to proceed under the court’s emergency powers regulations, commonly known as the moratorium '•egulations, was brought before Mr. Justice Callan in chambers on Tuesday. These regulations came into force on September 23. The application, which was contested, was for the appointment of a receiver under a debenture. It is expected that many applications will be made under these regulations shortly.
