HOOVER’S VIEW MAJOR FACTORS RESOURCES IN WAR CONTROL OF SEAS MANPOWER AVAILABLE ; (Reed. Oct. 4, 2.15 p.m.) NEW YORK, Oct. 3. i Mr. Roy Howard, writing in the World Telegram, quotes Mr. Herbert Hoover, the former President of the United States of America, as saying that Britain and France cannot be defeated in the present war. ; This opinion was expressed in answer to the writer’s view that the idea that Britain and France were facing defeat unless the United States entered the war was spreading rapidly in certain sections of the United States. ; Mr. Hoover analyses the situation as follows: “The war is only a month old, ■ but the major factors., already are Britain and France can and will control the seas, despite submarines and aeroplanes. They can sit there until their enemies are exhausted. “The Allies; by sea power, can pro- ■ tect England and all the outlying possessions. The manpower of both Empires can defend Frande, unless there is a blunder in taking wild adventures in military offensives exhausting the manpower. ? { “Aerial warfare may be destructive, hut it works both ways and is not Conclusive of any war. ; “If one surveys the entire front, sea, land, air and economic resources, I am convinced that the Allies can defend their Empires. The en'd may be victory for them. At the worst, there might be stalemate. I do not see any possibility that the Allies can be defeated.”
