A message from Panama City stales that a sub-committee of the PanAmerican conference has approved of the proposals for a neutrality declaration. Meanwhile the plenary sessions have been postponed to enable groups to thresh out various projects, including the insistence by Argentina that the American Republics should have unrestricted rights to trade with belligerents in foodstuffs and raw materials unsuitable for war.
The Washington correspondent of the New York Times states that factors influencing the United States in backing the Latin American republics in the proposal for a 300-anile safety zone for merchant shipping include a desire to protect the New World from surprise air attacks. Such
