POSSIBLE SOVIET PACT CLOSURE OF STRAITS ALL FOREIGN WARSHIPS ANGLO-FRENCH ACCORD (Elec. Tol. Copyright —United Pross Assn.) (Reed. Sept. 29, 11.50 a.m.) LONDON, Sept. 28. An Independent Cable Service message from Moscow quotes reliable reports from Ankara stating that the Turkish Foreign Minister, Sarajoglu Bey, wili sign a pact before he leaves Moscow settling the Black Sea and Eastern Balkan problems with Russia.
The pact will supple meui Turkey’s pacts with Britain and France covering the Mediterranean and Western Balkans.
It-is stated that the Turco-Russian pact will include firstly, organisation of a Black Sea bloc, including Rumania, Bulgaria and Turkey; secondly, the closure of the straits to all foreign warships, including British: thirdly, the return of Rumania’s Dobrudja province to Bulgaria.
Russia would renounce all claims to Bessarabia.
It is learned that Britain approved the Turco-Russian pact as lengthening the anti-aggression front begun with Turkey’s agreements with Britain and France. It is also stated that Russia sees no conflict between this pact and Turkey’s ties with Britain and France.
Latest reports from Paris state that the Anglo-French-Turkish pact is likely to be signed within two or three days. It will embrace a defensive alliance outlining the fullest cooperation in case of a German move against the Balkans.
