GERMANS AND RUSSIANS (Reed. Sept. 27, 2.50 p.m.) BUCHAREST, Sept. 28. Private quarters have reported that Russia and Germany have agreed to,a division of zones of influence in eastern Europe, whereby Rumania and the Balkans would come in the Nazi sphere and the Baltic States in the Russian sphere.
