PARIS, Sept. 27. ■A decree published in the official journal dissolves the Communist Party, terminates the Communist representation in Parliament, Government departments and municipalities, bans the publication of Communist literature and cartoons, deprives Communists of the right of assembly and speech, and forbids relations with the Third International. A decree forbids criticism, either printed or spoken, against either Britain or Poland. This is the first time such a law affecting another country has been applied in France.
