FOREIGN TRADE CONTROL BASE FOR THE NAVY ULTIMATUM BELIEVED (Elec. Tol. Copyright—United Press Assn.) (Reed. Sent. 27. 1.15 n.m.) ' LONDON, Sept. 26. A Paris message quotes the Swedish newspaper, Dagens Nyheter. which discloses that two demands having the character of an ultimatum lie behind the return to Tallinn by the Estonian Foreign Mihister, M. Setter. It is stated that Russia is claiming the right to establish a naval base and maintain control of Estonia’s foreign trade. A Moscow message quotes a Tass Agency report stating that destroyers were dispatched to points near Luga •Bay, Finland, where Soviet patrol ships sighted two submarines. The report stressed the belief in the existence of secret submarine bases not far from Tallinn. The Soviet was not satisfied with Estonia’s explanation and disposition towards refugee Polish submarines and “therefore finds it necessary to take immediate steps to safeguard Soviet waters.’’
