RESTRICTION OF SEARCHES
AMERICAN WATERS PANAMA SUGGESTION (Reed. Sept. 27, 9 a.m.) NEW YORK, Sept. 25. The Panama City correspondent of the New York Times states that the Foreign Ministers of the States attending the Pan-American conference will urge belligerent Powers to refrain from hostile actions, including the seach and seizure of vessels in American waters south of the Canadian border, and will provide for consultation and means to enforce compliance by those unwilling to agree. This is likely to be the most important action by the Pan-American conference Details are still'held in abeyance. The Cubans, Chileans and others have plans, ranging from the three-mile | limit to half-way across the Atlantic and Pacific. The actual distance is not important as a long-range implication of such a plan would upset the traditional freedom of the seas. Partisans argue that belligerent nations have no right to interfere with purely inter-American shipping and must reserve searches or seizures of vessels for zones outside the lines travelled by Pan-American ships.
