QUEBEC OBJECTIONS
FEDERAL WAR METHODS PROVINCIAL ELECTIONS (Elec. Tel. Copyright—United Press Assn.) (Reed. Sept. 27. 9 a.m.) OTTAWA, Sept. 26. The Premier of Quebec, Mr. M. Duplessis, .announces that Quebec will hold a provincial general election, on the alleged invasion of constitutional rights by the Federal war legislation. The Federal Government actually made the utmost effort in the war measures to avoid the racial cleavage caused in the Great War by the introduction of conscription. The regulations controlling finance and industry authorise much regimentation, but they have been applied iji.a lighthanded manner. The purpose of the exchange control, which apparently has given M. Duplessis an excuse tinclaiming that Quebec’s autonomy has been infringed, is to conserve the Canadian financial resources. It is an emergency measure and < strictly, constitutional.
Over-heavy enlistments in the Canadian air force has necessitated a temporary suspension of recruiting.
