ATTITUDE OF AMERICAS (Elec. Tel. Copyright—United Press ABsn.) (Reed. Sept. 26, 9 a.m.) PANAMA CITY, Sept. 24. Several delegations to the PanAmerican conference have suggested an extension of territorial waters, only differing on the width of the proposed “primary defence band.’’ It is reliably stated that opinion is crystallising in favour of the .100 miles proposal but it has not been registered formally pending the plenary session to-morrow. It may then be advanced jointly by the majou > of delegations. It is explained that it envisages no extension of peacetime jurisdiction, but the creation of an area m which belligerency will be banned. The Under-Secretary of State, ivn. Sumner Welles will outline the position of the United States at to-moi-row’s session.
