AIM OF THE AMERICAS OPINIONS AT CONFERENCE GERMANY’S WARNINGS EXPLOITATION ALLEGED (Reed. Sept. 25, 9 a.m.) NEW YORK, Sept. 23. A message from Balboa states that at the opening of the Pan-American neutrality consultation the President of Panama, Dr. Arosemena, disassociated the Americas from the principle of totalitarianism. He suggested as a- motto for the Americas “For humanity." He said that representatives of 21 republics had a great opportunity to reaffirm the basis of Pan-American civilisation, equality of opportunity, personal security, spiritual liberty and respect for law. A Santiago message says the Chilian Foreign Office understands that the United States is proposing to the Pan-American conference that the territorial waters of the American republics be extended 300 miles from the coast.

The Buenos Aires correspondent of the New York Times states that German propaganda flooding Latin America contains warnings that the neutrality conference is an excuse for making the southern republics protectorates of the United States and declares that Washington is exploiting the assassination of the Prime Minister of Rumania, M. Calinescu, to sidetrack neutrality and offer the protection of the United States and spread scare over the necessity for continental defence against a German invasion. It is further alleged that the sale of freighters by the United States to Chile and Brazil, reported last Thursday, is designed to isolate the Argentine in her stand against the United States. The pi'esence of a large German delegation in Panama is explained on the ground that they are watching German interests >n Latin America.
