MESSAGE FROM ALASKA GERMAN SHIP’S SIGNALS JAPANESE FLAG FLOWN (Fine. Tel. Copyright—United Press Assn.) (Reed. Sept. 23, 2.15 p.m.) NEW YORK. Sept. 22. The Ketchikan (Alaska) correspondent of the New York Times states that the master of the steamer Mary Eleanor sighted a submarine in Clarence Strait eastward of Prince of Wales Island on. Tuesday last. The United States Navy Department is aware of foreign submarines in the vicinity of America. A fortnight ago a radio station intercepted identifiable calls, estimated to be sent from a point from 50 to 75 miles offshore, trying to make contact with the German freighter Portland. A message from Santiago states that the Portland arrived at Coquimbo (Chile) flying the Japanese flag.
