DETAINED 200 SHIPS

RELEASE OF NEUTRALS MUCH OF CARGO HELD (Reed. 'Sept. 23, 9 a.m.) LONDON, Sept. 22. A communique from the Ministry of Information, answering German allegations, says that up to Wednesday 200 neutral ships were detained, of which 80 were released almost immediately. Of the remainder, the cargo, in part or as a whole, was held and the ships were proceeding. A report from the Havre states that goods en route, to Germany, including 1000 hales of cotton and 2000 tons of ore, have been seized. BANK RATE IN NORWAY (Recrl Sept 23 9 a m.) OSLO, Sept. 22. The bank rate in Norway 'has been increased to 41 por cent.
